Broccoli used to be a black chest item even though all it really did was increase your damage by 5% and was close to useless. Galactic Medal of Valor is just about the best passive in the game besides Riddle of Lead and used to be available in blue chests, now moved to green. Meanwhile, some S-tier items that I would consider less useful than any of those: Some other amazing brown chest items that could be moved up: Scrambler is one of the best guns in the game and you can get it from brown chests, could easily be green instead. Yeah, chest rarity isn't always the best indicator of how good an item will be.
I'd take it over many S-tier weapons in a heartbeat. The Scrambler is a good example of how an item's quality does not necessarily correspond to its usefulness.
